Answer

Of new spending, only the $61.4 million to the Crown's Veterans' Entitlements Liability is non-cash. For information on new cash investment in capability I refer the Member to the Factsheet that accompanied my Budget 2026 Defence funding announcement (https://www.beehive.govt.nz/sites/default/files/2026-05/Factsheet%20-%20Budget%202026%20Defence%20Funding.pdf).
