Answer
I am advised that the Ministry of Social Development takes a broad and practical view of training as part of its overall approach to building people capability. Training is not limited to formal courses. It includes structured learning, induction, on-the-job development, coaching, and access to tools and guidance that support staff to perform effectively in their roles. This reflects the Ministry’s People Capability System, which combines structured learning with access to practical resources to build real-world capability. Within this context, Intranet pages (and other knowledge-base resources) support training by providing timely, accurate guidance that staff can use in their day-to-day work. These resources reinforce formal training and help staff apply what they have learned in practice, rather than relying on memory alone. Overall, The Ministry’s approach recognises that capability is built through both formal training and ongoing access to clear information and tools that support consistent performance.
