Question

  • In what way, if any, does the ACC incorporate crash responsibility into levy settings for motorcycle levies?

Hon Scott Simpson

Answer

I am advised that motorcycles make up 4% of New Zealand’s vehicle fleet but represent 25% of the cost of all injuries from road crashes. ACC tell me the increase to motorcycle levies aligns the proportion of levy contribution from motorcyclists to the proportion of motorcycle crashes that only involved the motorcyclist, and where the rider’s actions contributed to the crash. Further ACC advise data collected by New Zealand Police shows that 37% of injury claims from motorcyclists come from single vehicle accidents (no other vehicle involved) where the motorcyclist’s actions contributed to the crash. The 2024 levy consultation proposed that the contribution from motorcyclists increase to 37%. Having considered the feedback on this issue, Cabinet approved this increase and directed that it be phased over a three-year period. The remaining cost is funded by other vehicle owners.
