In what way, if any, does ACC measure motorcycle usage when considering levy settings for motorcycles?

Answer
ACC advises me that past and projected exposure is based on licence data received from NZTA. The exposure is calculated per year of registered exposure. For example, one vehicle registered for a full year is one unit of exposure, while one vehicle registered for half a year is half a unit of exposure. Distance based levies are allowed for through the petrol portion of the levy. The petrol portion of the levy is relatively low for motorcycles due to their low petrol usage. I am further advised that currently there is no other reliable, or operationally efficient, way to levy motor vehicle users and therefore a levy per registration is used. This method is used across all vehicles. Further information on motorcycle levy setting can be found at: www.shapeyouracc.co.nz/assets/Consult-docs/2024/20240630-Pricing-Report-2026-2028-Motor-Vehicles-Account-final.pdf
