Answer

Yes. Because new sections 482B and 482D concern the Teaching Council publishing its Statement of Intent and Statement of Performance Expectations on the internet and presenting them to the House. Section 3.26 of the Cabinet Manual is regarding the relationship and frequency of contact between Minister and Agency. These provisions do not concern my relationship with officials. It is also important to note that the Teaching Council is not an “agency” for the purposes of Chapter 3 of the Cabinet Manual.
