What investment benchmarks, if any, have been established for assessing applicants' operating costs under the Budget 2025 Flexible Fund?

I am advised that the Ministry is in an active procurement process for the Flexible Fund. To ensure probity requirements are met, it would be inappropriate to disclose operational details of applications or assessment considerations at this stage.
