Further to the Minister’s answer to Written Parliamentary Question 14043 (2026), what is the funding mechanism for delivering the provision above 105% at each of the listed universities?
Answered by
Hon Penny Simmonds
Member for Invercargill · National Party · Minister for Tertiary Education
Answer
The Delivery at Levels 7 (degree) to 10 on the New Zealand Qualifications and Credentials Framework (DQ7+) funding mechanism instructs the Tertiary Education Commission (TEC) about the funds purpose and policy settings. I refer the Member to paragraph 69 of the DQ7+ Funding Mechanism, which notes Tertiary Education Organisations can deliver above 105% of their allocation with prior written approval from the TEC. I am advised, by the TEC, the five universities referenced in WPQ 14043 (2026) received written communication from the TEC to deliver.
