Answer

I am advised that a Health Sector Fuel Response Plan is being developed which will confirm what Phases 2, 3 and 4 of the Fuel Response Plan would mean for health services. New Zealand is currently in Phase 1 of the Fuel Response Plan, which means there are no fuel restrictions. It is expected that most or all health services will be categorised as life-supporting or essential and would therefore be prioritised for fuel allocation with no caps.
