Answer

I am advised that NZ Post treats passports and passport applications as restricted items when being sent overseas because they are sensitive documents. They must be sent through NZ Post’s Express service to make sure these important documents remain as safe as possible throughout the journey. This is NZ Post’s most secure service with regular tracking notifications provided; the cost to send reflects this.
