Answer
I am advised that Health New Zealand is managing more than 1,000 physical infrastructure projects across the country. These projects are funded through a capital allocation process, including the Health Capital Envelope. From time to time, some projects are paused or changed in scope. When this happens, funding is moved between projects across the programme. This is part of managing a large, long-term investment programme and helps ensure cashflow is well managed over the life of the programme.
